I had exactly the same concern on Home windows ten. It occurs to be as a result of aws cli not looking at the world wide web proxy location with the Windows registry. Fixed very same error by placing the environment variables HTTP_PROXY and HTTPS_PROXY to the company internet proxy. Hope it can help
